  • Enforcing crash blackout procedures in sensitive regions to preclude visibility during aerial reconnaissance or attacks.
  • Camouflaging strategic installations and plants to protect national assets from possible attacks.
  • Drilling evacuation procedures to be ready for rapid mobilization and public safety in case of emergencies.
  • Mobilizing Civil Defence Services, such as fire safety, rescue squads, medical assistance units, and depot logistics for emergency equipment.

These simulated drills will replicate actual-time emergency situations to pinpoint shortcomings and improve response strategies. A major emphasis will be on state agency, local government, and national defence coordination.

Government’s Push for Preparedness

Prime Minister Narendra Modi held a series of high-level meetings after the Pahalgam attack to focus on national security and counter-terrorism strategies. Defence Secretary Rajesh Kumar Singh gave exhaustive reports on defence preparedness and civil defense coordination.

The Home Affairs Ministry, in pursuance of these orders, made formal arrangements for the dummy practice drills. “In view of the prevailing geo-political situation, it is wise that Civil Defence preparedness remains at an optimum level in all states and UTs,” the official letter read.

The MHA urged Chief Secretaries of all states and UTs to actively assist in implementing the drills. It also scheduled special briefings for emergency responders and local civil defence officials.

Bad blood has seeped into bilateral relations between India and Pakistan ever since the Pahalgam attack. The intelligence agencies have opined that it was a matter of cross-border terror killing with the masterminds operating along the Line of Control.
