Delhi CM Rekha Gupta Announces Historic Budget 2025-26, Provides Rs 5,100 Crore for Mahila Samridhi Yojana

Delhi Budget 2025: Delhi Chief Minister Rekha Gupta on Tuesday tabled the Budget 2025-26 for the national capital, terming it a “historic and transformational” financial budget that seeks to revive the city’s economy and enhance public welfare. The overall budget outlay for the next fiscal is Rs 1 lakh crore, an impressive growth of 31.5 percent over last year’s allocation.

Budget 2025-26: A Step Towards Viksit Delhi

Speaking to the Delhi Assembly, CM Gupta reiterating asserted that the budget is a response to the expectation of Delhiites for the upcoming government to effect drastic reforms. “This isn’t merely a budget—it’s a roadmap towards turning Delhi around from a hurting economy into a developed, progressive city. The whole nation looks forward to seeing this budget through,” she told.

Among the most striking budgetary allocations, Rs 5,100 crore has been provided for the Mahila Samridhi Yojana scheme for empowering women financially and enhancing their social security. The government has also set aside Rs 28,000 crore for capital spending on infrastructure development in towns and cities, and upgrading of public facilities.

The budget provides for major investments in infrastructure schemes to improve connectivity and urban mobility. CM Gupta declared that Rs 1,000 crore has been provided for infrastructure development to increase connectivity between Delhi and the surrounding NCR areas.

One of the major highlights of the budget is the higher spending on roads and bridges, with Rs 3,843 crore being allocated for the development of existing infrastructure and building new ones to decongest traffic. “Our government is determined to make Delhi’s roads world-class, providing smooth and safe transport for everyone,” the Chief Minister said.

Also, Rs 696 crore has been allocated for the supply of basic facilities in slums and JJ (jhuggi-jhopri) colonies, with an emphasis on sanitation, electricity, and water supply in poor areas.

Healthcare and Social Welfare Programs

Healthcare is again a top priority in Budget 2025-26, and Rs 2,144 crore has been earmarked for the implementation of the Ayushman Yojana and Ayushman Arogya Mandir. Delhi residents will be entitled to an overall health coverage of Rs 10 lakh—Rs 5 lakh of which will be paid by the Central Government and another Rs 5 lakh which will be donated by the Delhi Government.

In addition, the government has again assured a focus on women’s welfare. CM Gupta reconfirmed that the women of Delhi will get a reward of Rs 2,500 under the Mahila Samridhi Yojana as part of a larger financial empowerment program.

Safety and Security Measures

In order to provide a boost to public security, the Delhi administration has sanctioned funding for the process of improving surveillance throughout the capital city. The city will receive over 50,000 CCTV cameras at diverse points to boost law enforcement efforts and crime checks. “Safety for women is not negotiable for us and we are pursuing concrete steps toward providing their security through enhanced vigilance and proper policing,” said CM Gupta.

Flak for Previous Govt’s Excesses over Spending

While delivering the budget speech, CM Gupta vociferously lashed out against the previous AAP government for fiscal mismanagement and lack of duty. She claimed that inefficiency on the part of the last government caused its revenue base to shrink as corruption grew in proportions.

“The last government made a failure at all levels of governance. The roads were dug up, there was maximum air pollution, and fundamental amenities like water supply and public transport system were in utter disarray. The Delhi Jal Board and the DTC were incurring losses, and sewage bursting out through sewers was Delhi’s new identity. We took over an unmanaged system, but we are determined to make a difference,” she asserted.

She also blamed the AAP government for promoting illegal practices, saying public money was being diverted into the coffers of liquor mafia and corrupt contractors. “The era of financial mismanagement and corruption is over. The people of Delhi have given us their faith, and we will see to it that there is transparency, accountability, and good governance,” CM Gupta vowed.

A Historic Moment for Delhi

The budget session is particularly important because it is the first ever budget presentation by the Bharatiya Janata Party (BJP) government in Delhi in more than 26 years. The just-concluded 2025 Delhi Legislative Assembly elections witnessed the BJP’s return to power, bringing an end to almost three decades of opposition rule in the capital.

Before presenting the budget, CM Gupta went to the legendary Hanuman Temple in Connaught Place to seek blessings. Speaking about her hopes for Delhi’s future, she said, “Bajrang Bali will bless Delhi, and we will work towards making Delhi a model city where prosperity and good governance prevail.”

Delhi Minister Parvesh Verma seconded her views, saying, “This is a historic budget that lays the foundation for a transformed and developed Delhi. It shows our government’s commitment to the people and its vision for the future of the city.”

Looking Ahead: A Roadmap for Growth and Development

The BJP government has made far-reaching plans for next year, where it will drive sustainable development, economic growth, and enhanced standards of living in Delhi. Areas like healthcare, education, infrastructure, and the welfare of women have been earmarked with serious funding, highlighting the government’s seriousness towards total development.

Though the opposition has questioned the viability of certain budgetary outlays, the BJP government is optimistic that its policies will bear fruit.

“Delhi needs a government that serves the people and not its own self. Through this budget, we are making a huge stride in making Delhi a developed, thriving city. Delhiites have entrusted us with this mandate, and we will never disappoint them,” CM Gupta said.
